VPN failure for only one client. XP SP3 -> 2003 ISA server

I have just one client that is not connecting to the ISA server.
XP SP3 using default windows VPN client (connect to a network)

I have tried turning off the firewall and virus protection but still get the
721 error while connectiong

for responses using the pptpclnt client we get the ussual working responses.

on the ISA server monitor I get

PPTP Initiated connection
<wait 30 seconds>
PPTP closed connection

5 GRE responses with
Unidentified IP Traffic (GRE:0) Denied Connection default rule

other clients have no problem connecting it is just this one client.

when I try to connect to the localmachine using pptpsrv in another window I
get the same thing with the exception of

was able to get this computer functioning again by removing Cisco's VPN
client running a registry cleaner. verifying that connection would work
again. then reinstalling Cisco VPN client and again verifying that it still
works.
