The Fax printer could not be created. Please verify your modem is installed correctly.

Today I tried to install a modem on my system for the purpose of sending
faxes.

The modem installation went fine, but then I could not create the Fax
printer. I get this error: "The Fax printer could not be created. Please
verify your modem is installed correctly.".

I'm running Windows 2000 Professional SP4.

I repeated this three times with three different modems, each time removing
the modem, rebooting, shutting down and installing the new modem, etc...

The modems I used were an external USR Courier V.everything, a USR 3CP5699A
PCI winmodem, and a ConnexAnt SoftK56. Each time the modem works fine
except that I can't create the fax printer.

One tech note suggested I might not have sufficent privilege. I'm logged in
as a user who is a member of the Administrators group.. don't think I can
get more privileged than that.

I checked and the Fax service was not running. I started it, and it seemed
to stay up for a minute. Then when I clicked the "Add a Fax Printer" button
again it stopped.

This is quite frustrating.. Is there a fix ?

More info:

Every time I restart the Fax service and push the "Add a Fax Printer"
button, a Warning is logged with Source: Print , Event ID: 20 and the
following description:

Printer Driver Windows NT Fax Driver for Windows NT x86 Version-3 was added
or updated. Files:- FAXDRV.DLL, FAXUI.DLL, FAXDRV.DLL"

What is this telling me ?

In Win2000, installing a modem should install the Fax Service and add the
Fax printer. Is this the step that is giving the problem?

From what you say below, the Fax Service could be started. Can you send
faxes when it is running?

Do you mean "Add a Printer" when you say "Add a Fax Printer"?.
