No busy signal in the middle of sending faxes

I setup the shared fax on SBS 2000 OK. Am able to send
and receive OK 70% of the times. When the fax server is
sending outside people do not hear the busy signal and
hear only the ringing signal. The SBS 2000 is equiped
with 3COM USR Courier v.Everything External 56K Fax Modem.

Does the phone line itself have some feature like call waiting?
