On the System Property page at the bottom it itentifies
my CPU as pentium 4 2.53ghz; but the next line shows only
1.8 GHz just above the RAM description. Is the machine
really running at 1.8 or is readout simply an error.

does your motherboard bios support changing of clock speeds?
it may be that it is incorrectly set at a lower value than it should be.
