Strange problem starting IE 6 in win 2000 pro

I just started to have a very strange problem starting Internet Explorer.
Cliking on shortcut, or on quick lunch icon, or on Iexplore.exe in program
files/internet explorer, IE window open, but I have only address bar, window
title bar is there, one empty bar below that, then address bar.
I am missing MENU Bar, standard button bar and status bar at the bottom, as
I would normally see.
I have to close and restart IE several times and eventually it starts, opens
it's window normally, with menu bar, button bar, address bar and status bar
at the bottom.
I've never seen anything like that before, thing either work or did not work
for me, not like this, maybe trying to start again it will start normally,
System is windows 2000 pro, IE 6
As usual, inoculan, micorosoft antispyware and spyboot do not see any
problems.
Any ideas on that?

No, I am using just a standard IE with simple layout
I do not want it to look anything different, do not like changes, all I want
is to see the menu toolbar when I start IE,
How come it eventully comes up right, all I have to do is to keep shuttin it
down and restarting.

Can't tell why its acting that way. Usual for users to choose their toolbar
layout by right clicking on the toolbar to show a list of available toolbars
and checking/unchecking those required, then closeing the IE Window to save
the changes to the registry.
If your on a networked PC at your work there may be policy restrictions that
prohibit you from making toolbar changes.
Only reason why toolbar chages can occur is if user make them or some
third-parthy middle ware makes them.
