Missing bar in new pop up window

I am using Internet Explorer 6.

When I open the program, I have all the appropriate tool bars/menu
bars/status bars.

When I click on FILE/New Window....I again have all the correct bars.

When I click on a link that brings up a new window however, I am missing the
top bar (not sure if this is a toolbar or what it is called) that says:
File/Edit/View/Favorites/Tools/Help

Is this normal or should I have that bar in all windows no matter how they
are opened? It makes it hard when I close the original window and use the
newly opened (pop up) window since things like FILE are no longer there.

I am no expert but the File/Edit/View/Favorites/Tools/Help is called the
Menu bar. It should be there on all new page.

I noticed in the past that if the memory is gone because I did not recycle
my pc and used programs that are heavy, I would get the menu bar missing.

Solution: restart your PC.
