Splash screen hangup

When I restart my pc, I get the xp splash screen that
says "Windows is shutting down..." But then it just hangs
there and my light for my power supply just flashes off
and on like it's in sleep mode.Then I have to hold the
power button in till the PC shuts down completely and
then start it back up again. Can anyone tell me if there
is a setting somewhere that I can change in the bios or
somewhere else??
