Long dweel splash screen back+new nag

The Intel inside splash screen again lasts 2+mins i/o 1 sec and now
after having all Symantec software supposedly removed I get a warning
screen on opening a piece of 16 bit software which
advises:"C:\PROGRAM~1\Symantec\S32EVNT1.DLL An installable Virtual
Device driver failed DLL initialization. Choose 'Close' to terminate the
application". I choose 'Ignore' and the application runs OK.
(1) How to fix the exhaustingly long dwelling splash screen?
(2) There must still be some Symantec reference lurking somewhere
perhaps in the registry?

With regard to the long lasting Intel "splash" screen the Pheonix bios
is set to Quick Boot enabled but I suspect that the splash screen
perhaps precedes the boot sequence?
I can't find any reference to the aforementioned .DLL file by search, is
it loading because of a registry entry?
