Slow internet connection speed

Problem Description: Operating system is Windows XP, Home Edition. I have
two users set up on the computer. Past 2 1/2-3 weeks, internet connection
speed for one user has drastically slowed. Previously connected in 10-12
seconds, now it takes almost 2 minutes. 2nd user name still connects in
10-12 seconds. Called internet service provider to see if it was a problem
with the internet service and they said no because one used can connect at
normal speed. Also checked speed and they said download/upload speeds are
better that anticipated, and it could be a configuration problem.

Can you offer some assistance with what the problem might be and what I can
try to do to correct it?

Check each user's startup folder for differences.
While logged on in each account,
Click Start, click Run, type or paste next line and press Enter:
%UserProfile%\Start Menu\Programs\Startup

Check the Processes tab in Task Manager of each user for differences.
Right-click clock, click Task Manager, click Processes (tab)

Check for differences between preference settings in Internet Explorer.
(Different addons? Different toolbars? Rogue software? Malware?)

Try a different Home Page setting, or About:Blank.

What anti-virus, anti-spyware, anti-malware programs do you use?
Has any user EVER connected to the internet without a FIREWALL active?
