Shutting Down or Restarting

For a long time now I have not been able to shut down or
restart my computer. I gets hung-up in both attempts at
the "Windows is now shutting down..." screen. I have
looked online at the Microsoft Support sites and it all
says the same thing, to install the Windows XP Service
Pack 1 (SP1). But the site says it no longer lets the
user download the SP1. Any other suggustions? Here is
some more useful info:

-none of these work-
