can't Sys Restore or restart

Folk:

Was looking for a copy of a TV show I missed; went to a site purporting to
have it; clicked on the video; something downloaded, a"Video Codecs" IIRC;
Zonealarm warned me of something trying to access the "trusted zone" and one
other warning, both of which I denied.

Now I cannot get system restore to do its thing, and while I can shut down
and start from a dead stop, I cannot restart--it hangs at the 'windows is
shutting down' screen.

Any thoughts or miracle cures?

And just noticed that now, when I do a Google search and choose a site, then
click the go back arrow to go back, it won't but gives me a whole page of
nonsense characters:

Do not do a System Restore at this time. Do this first:

Go to these WWW sites if you can.

MBAM: http://malwarebytes.org/
SAS: http://www.superantispyware.com/

Download the free software all purpose scanning software and for each,
install it, update it to the latest definitions, do a full scan and
let them fix any problems. Separately of course.

Please do not just "try" something to see if it might work.

"Installing codec(s)" is a favorite trick used by maleware authors.
