Windows XP Freezes whle shutting down or restart

Hello all my computer no longer shuts down. Whenever i shut it down or
restart it freezes saying "WINDOWS IS SHUTTING DOWN" the only way i get it to
work is if i unplug it and turn turn it back on. pls help.

Use msconfig to id a sticky startup app. Or, turn the pc off manually.
