SHLWAPI.dll problem

When restarting the computer after downloading and installing Internet
Explorer 6, I now get the following error messages:
winlogon.exe...
services.exe...
lsass.exe...
Entry Point Not Found

The procedure entry point AssocGetPerceivedType could not be located
in the dynamic library link SHLWAPI.dll

and the computer will not start. Is there a straightforward way to
fix this without reformatting the drove and starting from scratch?
