shlwapi.dll procedure point of entry error

I have reinstalled windows xp home edition version 5.1. I no longer have ie
7.0 or access to the Internet. I continue to get this error, I cannot get my
current start up disk to stop at the recovery console so that I can extract
necessary files. I have tried the remedies on the microsoft kb and still no
luck. My disk indicates that these files cannot be located or the names may
have been changedl The error is shlwapi.dll and states "The procedure entry
point SHGRegGet ValueW could not be located in the dynamic link library
shlwapi.dll . I have found these files on the disk but it cannot open them,
it always ask for an application extension and then gives me the list of
possibles. I just want to get back to the ihternet and I am not able to do
so. How can I utllize my disk and recover this file to open my internet port?
