SHLWAPI.dll error on startup

My computer hasnt been working properly the past few days... it all
started when I restored my computer because the keyboard was causing
the computer freeze up.
So...

I booted in Safe Mode.. but I get an error that says...

"This application has failed to start because SHLWAPI.dll was not
found. Re-installing the application may fix this problem."


How can I reinstall it? CAN i reinstall it?

Download that DLL from here...

Extract it from the ZIP file to a temp directory then click start run and
type "regsvr32 <locationofdll>" i.e. regsvr32 c:\temp\shlwapi.dll"
