Error starting windows XP

When I try and start the computer I receive an error with the
heading"winlog.exe - Entry Point Not Found" The dialogue box says "the
procedure entry point AssocGetPerceivedType could not be located in the
dynamic link library SHLWAPI.dll"

The only option I get is an "Ok" button. When I click on this afgter a
couple of minutes another box appears stating "User Interface Failure" The
Logon User Interface DLL msgina.dll failed to load. Contact administrator to
replace or restore original DLL. Then there is a restart button which just
commces the whole process again.
