sending email on internet explorer

More detail please!

do you mean that the Mail Button on the IE ToolBar
doesn't open your Mail Program ? Outlook Express?

Go to IE Tools\Internet Options - Programs Tab - is your
Mail Program listed in the Dropdown ??
