Safe mode account creation

My brother keeps on (to bypass my password) goes into safe
mode (windows xp) and creates his own account to get on my
laptop against my will. In this way he can get around the
password prompt. I've looked every where, including google
and have not found any way to stop him from doing this. How
can I stop this????

You may be looking to hard.
Simply log in to Safe Mode.

Then go to User Accounts in control Panel.
Select a user.
Set a password.
Repeat for all accounts, at least the accounts with Administrator
access.
If any have a password, change the password.

Then go back to Normal Mode and Change/Add password to all accounts
with Administrator access.
