Run a DLL as an APP

Ok I don't really know what to say about this except for
whats in the subject line...I'm trying to change my
desktop background and I get the error this "Run a DLL as
an APP needs to close. We are sorry for any
inconvience." I'm just wondering if there is any fix for
this or what can I do?

First run the system file checker tool, click start, run,

and type in; " sfc /scannow " with that space after sfc,
and it will ask for your XP CD to copy any needed files.
Then run maintenance, such as disk cleanup and the disk
defragmenter tools every month at least. Also be sure to
have at least 256 MB of RAM installed too.
