Right Click desktop Icons linked to executeables

I have noticed a strange behavior recent with my W2k SP4.
When I right click a desktop icon, one linked to an
executeable, I get a dialogue box that says You are
currently offline (like from the internet?) and it offers
a retry button or continue. If click on it I get the
typical contextmenu of open , delete, rename etc.

If I am connected with the internet I do not get the
dialogue as offline. I get a long pause (hourglass) like
it is accessing the internet and then I get the context
menu.

Please help????

Many software makers lately put something in their application which calls home when they are accessed. It's a way of snooping ostensibly done to counteract piracy. You would be amazed at the number of applications that do this. One way you can find this out is to get an application by the name of Trojan Remover. Then what you do is set it up to test everything that occurs at boot. You get a lot of stuff that looks unintelligible but when you see TheBestApplicationInTheWorld.exe(dll) then you know what it is. It's likely TheBestApplicationInTheWorld calling home.
 
I found the Problem! Under interner explorer advanced tab
it was checked as "check for publishers certificate of
revocation" Thus each right click of an executable shortcut
IE was going to try to check it's certificate. I do not
know if it has to do with the versisign expiration issue
or not? It probably got checked(enabled) when I
downloaded a IE 6 SP1 update by default.

Hope this helps anyone else out there with right click
desktop icon slow and odd responses.
