Right-Clicking a file in Windows Explorer gets nowhere

Every time when I right-click any file or try to delete it
by clicking X-icon it takes about one minute to react.
System idle process takes 99% cpu time which means that no
process gets stuck. W2k shows a hourglass over that
particular window and all the other explorer windows don't
work either. After 30 seconds they work normally and a
right-click menu or delete confirm dialog appears.

What might cause this problem?

How to fix it without re-installing W2K?

Further information:

If I right-click any folder the menu opens immediately.
Same with deleting a folder by clicking X-icon. Only
right-clicking or deleting a file causes about one minute
delay for Windows Explorer without taking cpu time. It only
causes the process not responding if I monitor it with Task
Manager.

Please help me. How to fix this?
