Returned mail: "over quota" error

Mail to an officemate is being returned. I get the error:

Your message cannot be delivered to the following
recipients:

Recipient address: wkainc+INBOX@ims-ms-daemon
Original address: (e-mail address removed)
Reason: Over quota

His mailbox is pretty large, but he has SP2 installed.
Can't find anything about "over quota". Any ideas?

The mailbox on the server, this means. If he's using POP, he's probably
leaving a copy of the mail on the server. This should be changed....
