repetition of security update 819696?

Hi. I am continually getting the notice that I need to
install security update 819696, whether i let the machine
automatically download needed updates or i go to the
windows update site. what's up with this? i have
installed many other updates and am up to date with them,
yet this particular one keeps reoccurring?

Download DirectX 9.0b:

Choose the Save option, NOT Open.
Reboot.
Disable all unnecessary applications including antivirus
Double click the saved file and follow the prompts.
Reboot and try update again.
