Windows Update 819696, over & over & over

I keep getting the update from ms windows auto update
number 819696. I have installed it and rebooted (several
times) but keep getting notice of this update every
couple of days. Any ideas?
 
If the problem is a "cryptographic" error, then see www.dougknox.com, Win XP
Fixes, Windows Update - KB823980 - Cryptographic Error for a fix that will
re-register a number of required DLL's.
