Recover Windows XP

I am getting a message error, BROWSEU.dll, I contacted IBM and tried
recovery in SAFE Mode, nothing happened, just froze when Windows came on the
screen. How can I boot through recovery console and restore my system
without loosing my files? Any suggestions, help!!

from the Recovery Console prompt, run the command:

CHKDSK /F

Hopefully, this will get it to start windows.
