question on Device Manager permissions

We are using eSATA hard drives for our backups on a win2000 SP4 AD domain
controller. Since the hard drive does not show in the "Safely Remove
Hardware" list, I have to go into Device Manager and disable it in order to
swap it out. I would like to have an assistant do this but it seems to
require administrator rights on the server. I configured an account as a
member of Backup Operators and gave Interactive User the right to eject ntfs
media and load/unload drivers, but when using this account to open Device
Manager I get a message that the account can only view, can't change.

Anyone know a way around this?
