Error opening Computer Management

While opening Computer Management I'm getting an error:

c:\windows\system32\compmgmt.msc
Windows cannot access the specified device, path, or file. You may not have
the appropriate permissions to access the item.

Computer is member of domain and my account is local admin account on that
laptop (Vista Business installed).

What to resolve this problem?

If you turned off UAC. turn it back on.
Open the Help and Support app and search on 'UAC OFF'

Yes, UAC was turned off, but after turn on back there is the same error
message.
Do have you any other tips?

It's always possible some kind of Malware has changed the file association
for *.msc. Since you know its name, you should have no problem running the
command:

MMC compmgmt.msc

tip#2 : Turning off UAC was an error.

I can access it through "run as administrator", but this is not answer on my
question...

Yes, now I know a lot of thing about UAC, but it's too late..

Do you have any other idea to completely resolve this issue?

I would think it likely that you also do not use your built in Windows
Defender. That, or some other good anti-spyware app may help.

No, Windows Defender is disabled because Symantec EndPoint is installed
there...

Any tips, register dll files, etc...
