Problem with Rules

Using Outlook 2003, I'm downloading multiple pop-3 accounts and have rules
setup to move emails upon delivery to different folders. Some of the rules
are working, but a couple of others are moving emails into the right folders
but leaving a copy in the main inbox folder. I have even deleted the rule,
and set it up again, but the problem persists. Any idea why? The rule is set
up to "move to" not "move copy"

You need to add the "stop processing more rules" action to each of your
rules.

In the Rulez Wizard, of course.
what does it do?

It tells Outlook that once the current rule is finished with the current
message, no more rules should be run on that message. If you don't do that,
Outlook will retain a copy in the Inbox so that subsequent rules can also
act upon the message. If you don't want duplicates, then either no rule
should act upon a message (so that a copy isn't made elsewhere) or at least
one rule that does act should have the "stop processing more rules" action.

I see, I do not think that I have ever used this option before and I do have
some rules working as I need them to. Where is this option? I can not find
it.

It's in the same list as the action that copies the message to another
folder. It's down toward the bottom.
