Issues with set up Rules in Outlook 2003

A coule of questions for Outlook 2003:
1) What is the limitation of number of email address I can add to a rule? I
set up rules to move email from specific email address to a specific folder.
When I tried to add more email address to rule #1 and hit Apply, I got this
message "One or more rules could not be uploaded to Exchange Server and have
been deactivated. This could be because some of the parameters are not
supported or there is insufficient space to store all of your rules".
2) I moved some of the email address in the mentioned rule #1 to rule #2, I
do not get the above message any more after hit Apply button, but emails from
these email address was not moved by rule #2 to its specified folder.
Instead, they remain in the Inbox. I have 6 Rules enabled. What is the
limitation I am facing? Is there a limitation for the number of rules can be
set?
3) Will update to Outlook 2007 resolve the 2 above issues?

Rules are limited by the size that is allowed on the Exchange server.
Exchange 2003 and previous support 32KB. Exchange 2007 supports up to 256KB
of rules and is by default limited to 64KB. The limitations are at Exchange
level and not at Outlook level. Upgrading Outlook will not help you with
this.
