Rules not working

Using Outlook 2003, I'm downloading multiple pop-3 accounts and have rules
setup to move emails upon delivery to different folders. Some of the rules
are working, but a couple of others are moving emails into the right folders
but leaving a copy in the main inbox folder. I have even deleted the rule,
and set it up again, but the problem persists. Any idea why? The rule is set
up to "move to" not "move copy"

do all of the rules include 'and stop processing more rules'?
