rules not working

Hi. I have a bunch o' rules set up. Incoming mail doesn't always get the
rules applied. The rules that move mail to a specific folder work. The ones
that leave mail in the Inbox but apply a category, do not work. But when I do
"Run rules now" and check them all, the category rules work.
I have Win XP 2002 SP2, and Outlook 2007.

What type of email account do you use? If you flag the message instead (or
move them), do the rules work?
