Problem with Paging file

Hello all,
I have a problem with virtual memory paging file on my
Win 2000 server SP3. I set it to 4000 Mb. but after the
restart we find that it took only 20 Mb. when I put it
3900Mb it works fine, is it known issue

The page file is to be set 1.5 times your physical ram.

On a server, more like 2-2.5 X might be better.
