Popup Blocker Broken

I have read through numerous posts on popup blocker and still I have a very
replicable pub problem. In fact, I'm using FireFox to post this because IE
won't allow me to "popup" a question.

I have added the site to my list of trusted sites (other than
www.microsoft.com, see www.fspscorp.com --> login button bottom left)

When I click on the login button, the status bar indicates Trusted sites,
but the login page is now allowed. The button is a link to login.php; a php
script that generates a login page if the user hasn't failed x number of
times.

Ctrl + click doesn't work either.

Click or Ctrl+click: I can see the title bar of IE flash by quickly, but no
warning and no login page. The "flash" of the title bar looks exactly like a
popup being blocked, but in this case it's just a link and not a popup; yet
it doesn't work.

Other examples include this newsgroup and my bank's login button which all
do the same thing.

All works properly in FireFox and on other computers. I'm thinking it is
this computer -- I did not setup this computer -- but I don't know how to get
back to IE6 ground zero without formatting and starting over-->not a good
plan!

My assumption is that Symantec Antivirus (Corporate) or Google Toolbars
(popup blocker is not being used) is getting in the way. But I've
uninstalled the Google toolbar and disabled Norton with no effect, so that
appears to be wrong.
