IE7 Popup Blocker issue

IE7 will not retain any popup blocker settings beyond one signon session. I
can turn the popup blocker off or exclude sites from being blocked and as
long as I am logged in, the settings will remain no matter how many times I
close and reopen IE. However, if I log out or reboot, the settings are gone.
The popup blocker is back on and the excluded sites have disappeared.

This only appears to affect the popup blocker. Security settings, views,
toolbars, etc. all seem to work as configured after reboot.

These are XP SP2 systems on a domain controlled by GPO, but I have no IE7
specific policies or templates applied and the popup blocker works normally
on machines still running IE6. In fact, if I uninstall IE7 and revert back
to IE6, the popup blocker works again.

Any ideas?

1. Options/settings in several third-party applications may be disallowing
the change(s) from "sticking" when you reboot. These include Ad-aware's
Ad-Watch, Spybot Tea Timer, SpywareBlaster, SpySweeper, Norton AntiVirus,
McAfee VirusScan and/or Antispyware, and Zone Alarm (Free and Pro).
