Window.Open() fails silently; popup blockers overzealous

There is a html-based configuration UI on our VoIP box I need to get
access to. It point blank refuses to work in Firefox, so I'm forced to
use IE. But it's structured with a main menu page, and then uses
Window.Open to open pages when you click on links.

Except since WinXP SP2, when I click on the links, nothing at all happens.

I have gone to Internet Options> Security> Internet Zone and set it to
Default.

I have cleared the IE cache.

I have tried these two commands from Start> Run> cmd [enter]
regsvr32 vbscript.dll [enter]
regsvr32 jscript.dll [enter]

I haven't yet reinstalled the scripting engine, because I don't want to
risk my development machine right now, but I don't think it's that anyway.

I am certain I am not running any 3rd party adware or popup blockers, I
have added the url of the server to the "Allow Popups" setting in the IE
popup blocker, I have turned off the built in popup blocker, I have
added the server to the trusted sites. I have set the security for every
single zone to "low".

The little thing in the status bar says "Popups were allowed".

And still the popups are blocked.

Is there anything left to try?
