phone dialer

I have a Dell Notebook Pentium III 650Hz and Wiwndows 2000 Professional. I have a Maestro Sound Card which is recognized in every other software. I would like to use the phone dialer to call people using the regular phone line, but when I go to the Edit --> Options --> Sound or Video and select the device for calling as Phone calls, the drop down menus for selecting the recording device and speaker device are disabled and I cannot select them. Subsequently when I try to make a phone call, you cannot hear anything the other person say, nor you they hear you.
Please, help. I know it is something trivial but you, it's easier to ask.

Just crossed my mind to add that it is some kind of Win LT modem. Do niot have an idea, whether it supports what I want

Your modem may not have that capability. It would have to be a voice-modem
type. If so, there would be software provided with it to handle the Windows
interface requirements.

Windows Phone Dialer is limited...it is just a dialer. You must have a
regular phone attached in order to use it. Refer to Windows Help for more
details...look in the Index for 'Phone Dialer, overview".
