PC won't shut down Windows correctly

I am using Win XP Pro. SP2. When try to shut down computer or restart it,
the computer gets to the words "Windows is shutting down" then stops here,
won't shut down, stays like this, have waited 20 mins, so have to press the
restart button, but sometimes it doesn't even save properly what I have
added, which needs it to restart to save properly. Can anyone explain how I
get this to work properly, would a windows 'repair' do the job? I might
add I'm not on the problem computer when I type this. Olim22

yeh, it could be that windows is unable to disable an active service like
maybe your modem or something. have you tried disabling most if not all of
your running processes? you could try an experiment by disabling all of your
startups in msconfig and then see if you can shut down. you may also have to
disable and probably unistall any hardware devices that have those pesky
question marks.....
