Won't shut down

When I click start, then click shut down or restart the computer will go as
far as windows is shutting down and it won't shut down or reboot. what do I
need to do to get it to shut down!!!!

Windows is most likely having a problem unloading a device driver from RAM.
Start here:
http://aumha.org/win5/a/shtdwnxp.php
Then run SFC /Scannow from the run line. (With your XP disk in the
drive),update the OS, run virus, spyware scans.
