Outlook stops downlading e-mail

Recently I've experienced more and more often that OL
2003 stops downloading some e-mail resulting in time out
and when the download process starts over, previously
downloaded e-mail are downloaded again. I end up having
to log on to my ISP's web mail service and delete all e-
mail I think may be the culprit. This is time consuming
and extremely inefficient.
Why? Solution? Setting that needs to be changed?

I am having the same problem. I am getting the error code (0x8004210B).
