Outlook Express shortcut issues

Please help. When I click on an email link while on the
internet OE does not open up. Instead I see this message.

"PROBLEM WITH SHORTCUT

CANNOT SEND EMAIL:NO MAIL PROGRAM IS SETUP TO SEND MAIL
USING INTERNET SHORTCUTS"

Also, I notice that OE is not present under
Tools/Internet Options/Programs/Email. When I click on
the down arrow to the right of "Email" the space is
blank. No email program is setup and yet Outlook Express
is present on my system an I am able to send and receive
messages. Please provide instructions on how to resolve
the shortcut issue as well as the other issue mentioned
above.

Making Internet Explorer the default web browser

If you install another browser after IE, you may find that it is no
longer your default browser. To put it back again, run IE and go to
the Tools, Internet Options box and look at the Programs tab. Check
the very last box, "Internet Explorer should check to see whether it
is the default". Press Ok, and when you next run IE, a confirmation
dialog box should appear asking you whether you want it to be the
default browser again. Click Yes.

Making Outlook Express the default e-mail client

In IE, if Outlook Express isn't currently configured to be your
default e-mail program when you click on an e-mail address link etc.
Open OE, go to the Tools menu and select Options/General tab. At
the bottom of the dialog box, press the Make Default button and press
OK.

Tom, I want to thank both you and Wesley for saving the
day. I am delighted to inform you both that with your
help the problem has been resolved. As you might expect
I am grinning from ear to ear. It is a wonderful feeling
when Bill products are working, as they should. I tried
Wesley's suggestion first but when I clicked on "Make
Default" to make OE my default mail program then click
on "Apply/OK" it did not work. The "Make Default" button
was returning to the non-grayed out state. It stayed
grayed out only after I followed your command line
instruction. Obviously OE needed to be fix from the
registry but I did not have the insight to figure that
out.

Hello Tom and Wesley. Did either of you get my response
which I posted on March 24 after you both helped me with
this issue? I cannot find my response anywhere on the
board. I don't want to appear ungrateful. If you did not
get my response it was because of some system glitch. Not
my system but from the Newsgroup's end.
