Email shortcuts not working

I have an interesting problem not apparently covered in
TechNet.

For some time, the email shortcuts in web pages have not
been working for me. When I click on them, I get a pop-up
message box "Problem with Shortcut" saying "Cannot send
mail. No mail program is set up to send mail using
Internet shortcuts."

In IE, Internet Options\Programs shows Outlook Express
correctly as the E-mail program set up, so it can't be
fixed this way. TweakUI has no option to reset this
obviously misset registry setting. It has clearly been
unset by some software I have installed, but I can't
track down which.

Can anyone point me to the correct registry entry to fix
this problem?

Partially...

Now I can send email using the shortcuts on webpages
directly, but IE still pops up a box saying "Could not
perform this operation because the default mail client is
not properly installed" - even though it does it! Still,
the functionality is the important thing LOL.
