I'm running Windows XP SP3 and while shortcut keys for shortcuts work, I
can't view the currently assigned shortcut key since the the "Shortcut Key"
field on the Shortcut property tab for shortcuts just displays " + + ". I
can tell if there is no short cut since it will display "none", but for any
shortcut that has a shortcut key, the key names aren't display.
Here's an example:

If I boot up in Safe Mode the shortcut key will display correctly so there
must be something interfering with the display of the key names, but for the
life of me I can't figure out what it is. I have no idea how long it's been
broken.
Has anyone ever encountered this problem and/or know how to fix it?
