Shortcut Key on property page for Shortcuts doesn't display keynam

I'm running Windows XP SP3 and while shortcut keys for shortcuts work, I
can't view the currently assigned shortcut key since the the "Shortcut Key"
field on the Shortcut property tab for shortcuts just displays " + + ". I
can tell if there is no short cut since it will display "none", but for any
shortcut that has a shortcut key, the key names aren't display.

Here's an example:

If I boot up in Safe Mode the shortcut key will display correctly so there
must be something interfering with the display of the key names, but for the
life of me I can't figure out what it is. I have no idea how long it's been
broken.

Has anyone ever encountered this problem and/or know how to fix it?

Okay strangely enough after I posted this Norton Internet Security 2009 on my
machine upgraded from version 16.0.0.125 to version 16.1.0.33. After that
everything now works fine.

I'm not sure what went wrong, but at least it's working now.
