Outlook 2007 will only open in safe mode - why?

Up until a couple of months ago Oulook 2007 was working fine, but since then
I can only open it in safe mode & as a result have lost some of the
functionality.

Why is this the case & what can be done to resolve the issue?

I have already had my system remotely checked by Norton, but they cannot
resolve & suggested that I should contact Microsoft.

Any assistance received to resolve this will be gratefully received!

Starting in Safe mode, means amongst other things addins are not running.
Start by using the Trust Centre to disable all non MS addins, see if OL then
starts normally
Haveing an AV intergrated with Outlook, frequently causes problems

Safe mode means no add-ons are loaded when Outlook loads. Enabled
add-ons must get loaded when Outlook loads, so if one of them hangs or
crashes then it takes Outlook with it. When exiting Outlook, all the
add-ons have to get unloaded, so if any of them hangs or crashes then it
takes Outlook with it. Safe mode also means none of the COM plug-ins
are used with Outlook.

That the problem goes away with Outlook running in safe mode means you
have either an add-on or COM plug-in that is failing. The add-ons
should be listed using the configuration UI within Outlook. However,
not all COM plug-ins may be listed. So it is possible to disable all
add-ons and COM plug-ins as listed in Outlook's configuration UI and
then start in safe mode but still have the problem because of a COM
plug-in that is not listed in Outlook's configuration UI. If, while in
safe mode, you disable all add-ons and COM plug-ins listed in Outlook
and then start Outlook in normal mode and the problem reappears, the
problem is with a COM plug-in not listed in Outlook. I don't know how
to proceed from there except by saying to go into Add/Remove Programs
and uninstall those unlisted COM plug-ins.

Outlook runs okay in safe mode. Okay, so while in safe mode, disable
all the add-ons and COM plug-ins that are listed in Outlook's
configuration UI (advanced options). Then start Outlook in normal mode.
If the problem doesn't reappear, one of the add-ons or plug-ins that you
disabled is the culprit. Now you get the joy of enabling them one at a
time, restarting Outlook, and retesting if the problem reappears. When
the problem does reappear, it's caused by the add-on or COM plug-in you
just reenabled.
