outlook 2007 occasionally will not open

Sometimes my Outlook 2007 doesn’t open. I must logout and login, then
Outlook asks me if I want to start in Safe mode. After I choose to
open in Safe mode I can close and open normally. Why does this occur
and what can I do to resolve this issue?

There might be a outlook.exe running under the process of task manager (
Ctrl + Alt+ del ). The actual problem is in the closing of outlook.
Check whether we can close outlook properly from safe mode .....
