Outlook 2007 - more options for character encoding?

Hello,
In Outlook 2007 sometimes Hebrew messages arrive with a wrong character
encoding. I then have to go to "other actions" where I can change the
encoding manually. However, some encodings for Hebrew (even common ones such
as windows-1255) are missing from my menu. Is there an option to add
encodings?

Me again, I found that the option for "windows" encoding is actually
"windows-1255". but I still can't see the message properly, although in
thunderbird I can see the message and the encoding is windows 1255.
what's going on?
