How do I change the character encoding for an incoming message?

I received a message, within Microsoft Outlook 2003, written in Arabic but
can't
read it due to different character encoding. I do not know how to change the
character
encoding for my message from Outlook 2003. I appreciate directing me to do so.

- open the message
- Edit -> Edit message
- Format -> Encoding -> select new encoding
- File -> Save
