How do I set default encoding for incoming messages in Outlook

I have many arabic messages that come to my mail. I use Outlook 2003 mail
client. Each time an arabic messages arrives me, it appears with strange
unreadable characters which means that it requires changing the encoding. I
have to open the message in a separate window and change the encoding
manually using the view menu. Also I cannot change the encoding the mail
title in my inbox. I want to know how to set this option in outlook 2003 to
make my default encoding Arabic (Windows).
