foreign language encoding

i can not read the german characters in my incoming email messages. all the
umlauts are replaced by symbols. when i open the email and click on the
format menu the encoding is grayed out and non-selectable. any hints on how
to change the encoding for incoming messages per message or change the
settings for all emails to be either english or german?

You do not provide *any* information.
- What version of Outlook?
- What account type?
- What message type?
- What is the actual encoding of the incoming message?

Have you tried Edit | Edit Message, then Format | Encoding, and change
it to Western European?
