I can receive emails but cannot send them. Talked to ISP provider and

Exactly what happens when you try? If errors occur, what's the exact text of
the error? What type of account?

Thanks for your response. I have difficulty in sending emails with
attachments. They get hung up in my outbox and are not sent. Please advise.

The usual cause of this is the scanning of mail with your antivirus program.
Scanning mail, especially outgoing mail, is pointless. Try uninistalling your
AV program and reinstalling it without the mail scanning feature.
