Outlook 2003 rule not moving email to Folder

I am using Exchange 2003 SP1 with Outlook 2003 SP1 and I have 2 server side
rules set to move email to two folders (CatalogOrders and CatalogRequest).

The Catalog Request rule should be moving email to the CatalogRequest folder
but instead moves the email to the CatalogOrders folder. When I delete the
Catalog Request rule the email still gets moved to the CatalogOrders folder
and not to the inbox.

Any thoughts on why the Catalog Request are being moved to the Orders folder
and why after deleting the CatalogRequest rule the email is not being
redirected back to the inbox?

The rule is very simple.

From: (e-mail address removed) - Move To: CatalogRequest Folder
Frome: (e-mail address removed) - Move To: CatalogOrders Folder

DO they contain the "stop processing more rules" action? They should.

I am not sure if they contain the "stop processing more rules" action. How
would I find out that info?

Brian,
I deleted all rules, closed Outlook 2003, went to OWA and checked rules
there to make sure all rules were deleated, waited until all email returned
to inbox, restarted Outlook and recreated the rules for Catalogrequests@ and
CatalogSales@ with the move to folders action. I am still having the same
problem. I have also noticed I have copies each email in both folders.

What gives?

Brian,

I set the "stop processing more rules" action to each rule and I am still
getting mail in both folders Order and Request. I have discovered that the
emails are duplicates.
